Gallagher's club future has been the subject of speculation, with the midfielder having been linked with Aston Villa and Tottenham.
A sale would represent 'pure profit' for Chelsea with Gallagher having come through the club's academy.
Chelsea have reportedly been open to a sale due to the Premier League's profit and sustainability rules.
Gallagher had been an integral part of Chelsea's team last season, having featured in all but one of their 38 Premier League matches.
The midfielder scored seven goals and provided nine assists in 50 appearances in all competitions for the Blues during the campaign.
Gallagher had captained Chelsea for large parts of the season due to the absence of Reece James due to injury.
He opted against speaking on his club future when on England duty during Euro 2024.
The 24-year-old had admitted he was 'sad' to see Mauricio Pochettino leave Chelsea at the end of last season, but stressed he was 'excited' to work under the Blues new boss Enzo Maresca.
'I've come a long way this season. I give a lot of credit to Pochettino and what he's done for me,' Gallagher said last month.

'He gave me responsibility and trust at Chelsea. It puts me in a better position to be a bigger part of the [England] squad at this tournament.
'He just showed his belief and trust in me, which is all a player wants to be honest. If a manager shows you a bit of love, it makes you play better, long story short. It gives you confidence and that's what he gave me.
'Of course, like I said [Pochettino] has done so much for me so I was sad for him and the coaching staff, but I'm really excited about the new manager coming in.
'Myself and everyone else at Chelsea are really excited to work with him.'
