While supporting the use of copyrighted material in AI training, the framework defers legal resolution to courts. It links AI growth to infrastructure reform, including faster data center permitting and ratepayer protections to prevent electricity cost spikes.

Critics, including Public Citizen, accuse the administration of favoring Big Tech over public interest, warning that preempting state laws could undermine vital local oversight.
