A 39-year-old Vancouver Island man has been sentenced in what police call the most prolific voyeurism case ever prosecuted in Canada. Yin Yeung Derek Chan received 54 months in prison. With credit for time served, he will serve about 31 more months.
Police say investigators identified 652 individual women and girls as victims. Chan secretly recorded them between April 2017 and November 2023 inside businesses, at beaches, and through the windows of private homes. He also posted the footage online.
The investigation began in January 2024 after a Saanich police detective discovered voyeuristic images uploaded to a popular social media site. Chan was arrested that April. Officers seized devices containing thousands of images and more than 28 hours of offending video.
Chan had a prior voyeurism conviction for filming a woman in a mall change room. He pleaded guilty in October 2025 to charges including surreptitious recording, making child pornography, publishing a recording obtained through a crime, and breaching conditions from his previous conviction.
Detectives formally identified and contacted 40 victims. Others who believe they are victims are urged to contact Saanich Police.
