Indian police have arrested the owner of a New Delhi hotel where a fire killed 21 people, as investigators examine safety lapses.
Owner Lavkesh Bajaj was taken into custody late Wednesday, hours after the blaze destroyed the building. The victims include at least nine Indian nationals and several foreigners, with one citizen from Liberia and another from Mozambique confirmed among the dead.
The fire ripped through the Flourish Stay hotel in a densely packed neighborhood, trapping people on upper floors who jumped onto mattresses below. Several survivors are hospitalized with severe burns and fractures.
Building fires are common across India due to a lack of firefighting equipment and routine disregard for safety regulations.

In a separate incident Thursday morning, at least four people died in an intensive care ward fire at a hospital in Muzaffarpur, Bihar.
