The Trump administration has launched trade investigations into overproduction by key global partners, seeking to impose new tariffs. U.S. Trade Representative Jamieson Greer stated the U.S. will no longer allow its industrial base to be undermined by countries exporting excess capacity.
These investigations target China, Mexico, the European Union, and numerous other nations. Greer explained that such overproduction displaces U.S. domestic manufacturing and deters investment. Public comments are due April 15, with hearings beginning May 5.
This move comes after the Supreme Court ruled that President Trump lacked authorization to impose tariffs under the International Emergency Economic Powers Act. The decision is projected to create a significant fiscal gap. While some companies seek refunds on previously paid tariffs, other statutes, like the Trade Act and the Trade Expansion Act, remain avenues for the administration to pursue tariffs, including those related to national security.
