Ethereum is reinforcing its commitment to censorship resistance with the forthcoming Hegota upgrade, slated for the latter half of 2026. A key component, Fork-Choice Enforced Inclusion Lists (FOCIL), aims to ensure the inclusion of all valid transactions at the protocol level.

FOCIL, proposed as EIP-7805, is designed to prevent validators from ignoring valid transactions, including those associated with sanctioned addresses. If a proposed block fails to include transactions from designated inclusion lists, the chain can fork away, guaranteeing transaction inclusion within a limited number of slots.

Ethereum co-founder Vitalik Buterin stated that FOCIL works in tandem with EIP-8141, which enhances smart account functionalities. This combination, Buterin explained, allows for censorship-resistant and rapid inclusion of various transaction types, including those from smart wallets and privacy protocols, even in adversarial conditions.

Despite support from many developers, some critics, like Ethereum developer Ameen Soleimani, have raised concerns. They warn that FOCIL could introduce unforeseen risks for validators by potentially forcing the inclusion of transactions they might otherwise filter, such as those linked to sanctioned entities.

Buterin expressed an overarching ambition to foster a "cypherpunk principled" ethos within Ethereum, aiming for deep integration and interoperability with the existing system.
