Malta, an island nation of 540,000 people, just made history. OpenAI and the Maltese government announced a partnership called "AI for All," providing every resident free ChatGPT Plus for one year. The catch: citizens must pass an AI literacy course developed by the University of Malta, covering AI basics, capabilities, limitations, and responsible use. Access will be managed through the Malta Digital Innovation Authority, which already handles digital identity verification.

The program launches in May 2026 and will also extend to Maltese citizens living abroad. OpenAI did not disclose financial terms. Malta has long been a regulatory pioneer, notably creating a legal framework for blockchain and digital assets in 2018. Now, the same authority that governed blockchain is being repurposed to manage AI access-showing that governments increasingly see AI, digital identity, and blockchain as a single ecosystem.
