A bipartisan group of U.S. senators has reached a deal with the Trump administration on a landmark sanctions package targeting Russia. The legislation, the Sanctioning Russia Act of 2025, could impose tariffs as high as 500% on countries and entities purchasing Russian energy.

Introduced by Senators Lindsey Graham and Richard Blumenthal, the bill aims to cut off funding for Russia's war machine by targeting its oil, gas, and uranium exports. It has garnered significant support with 84 Senate co-sponsors and 151 in the House.

The White House has expressed some concern, noting the bill could potentially constrain ongoing peace negotiations related to Ukraine. Lawmakers plan to lobby Treasury Secretary Scott Bessent directly during the upcoming NATO summit in July 2026.

Notably, the bill does not contain specific provisions targeting cryptocurrency or digital assets, keeping its focus squarely on conventional energy trade channels.
