SINGAPORE: Eligible food services workers will receive annual pay increases from July 1, 2026 through 2028 under the updated Progressive Wage Model (PWM).

The raises-S$140 per month for most roles, S$145 for waiter supervisors-will lift the entry-level minimum wage from S$2,220 in 2025 to S$2,500 by July 2028.

The Tripartite Cluster for Food Services cited rising operating costs and labor shortages as key challenges. Minister of State for Manpower Dinesh Vasu Dash said the revised increments reflect current economic conditions-lower than the S$165 hikes applied from 2024-2025.

Hawker and coffee shop stalls exempt from foreign worker hiring rules remain PWM-exempt but are encouraged to adopt it voluntarily. The government also extended the Progressive Wage Credit Scheme through 2028, boosting co-funding support to 30% for 2026 wage increases.
