FIFA has mandated that every team in its women's competitions must employ female leadership on the sidelines. Approved by the FIFA Council, these regulations take effect immediately with upcoming youth World Cups and will apply to the Women's World Cup in Brazil next year.

Under the new rules, each squad requires at least two female staff members on the bench. This initiative addresses a significant representation gap; during the 2023 World Cup, only 12 of 32 head coaches were women. Current data indicates merely five percent of coaches across member associations are female.

FIFA Chief Football Officer Jill Ellis stated the organization must accelerate change by expanding opportunities. The mandate supports long-term strategies to align technical roles with the game's rapid growth, complementing existing scholarship programs for elite licensing.
