English rugby's Premier League will expand to 12 teams from the 2029/30 season, adopting a franchise model that eliminates automatic promotion and relegation. This decision, announced by the Rugby Football Union and professional leagues, aims to create a more stable and investable structure.

The current 10-team league lost three clubs to insolvency last season. Under the new criteria-based expansion and demotion model, clubs will apply for entry based on meeting elevated standards, including support for women's rugby and grassroots development.

RFU CEO Bill Sweeney stated the reform is crucial for safeguarding rugby's future, moving away from a system that failed to deliver financial stability. Premier Rugby CEO Simon Massie-Taylor emphasized the path toward prosperity, highlighting unity and investor confidence in the new growth plan.
