Brian Allard spends his days on a warm grate outside Boston Pizza near Stadium SkyTrain-steps from Vancouver’s premier FIFA venue, BC Place.
With the 2026 FIFA World Cup approaching, Vancouver has designated a two-kilometre “beautification zone” around the stadium. Allard’s spot falls within it, meaning he’s expected to be moved during the tournament. He refuses.
“I just don’t like being inside with other people,” Allard said.
Seattle, another host city, has activated an emergency plan to relocate encampments and expand shelter capacity ahead of the event. Vancouver’s strategy remains vague.
Boston Pizza staff say Allard’s presence since last September has hurt business. They’ve contacted city services over 100 times out of concern for his safety.
“If something happens to him, we will feel guilty as well,” said owner Ismet Yetisen.
ABC Vancouver Councillor Peter Meiszner confirmed the city is considering extended daytime shelter hours-but stressed there are no plans to forcibly relocate unhoused individuals. Provincial funding would be required to open additional shelter spaces.
