Singapore is set to upgrade 17 Housing & Development Board (HDB) neighborhoods under the Neighbourhood Renewal Programme (NRP). The initiative will benefit close to 20,000 households with an investment exceeding S$130 million.
The NRP, introduced in 2007, focuses on block and precinct-level improvements based on resident feedback. This includes enhancements like fitness trails and wayfinding features for seniors. The government fully funds these projects, implemented by town councils.
Originally for blocks built up to 1995, the program was extended to include those built up to 1999. Since its inception, over S$1.6 billion has funded 246 NRP projects, covering approximately 315,500 households.
In addition, 10 more precincts across Ang Mo Kio, Bukit Merah, and Queenstown have been selected for the Silver Upgrading Programme (SUP). Launched in August 2024, the SUP aims to provide senior-centric upgrades in older HDB precincts, enabling seniors to age comfortably in place. This program is also fully government-funded.
Works for the 10 SUP precincts are slated to begin in the second half of 2026. Minister for National Development Chee Hong Tat has engaged residents on desired enhancements, such as improved walkway shelters, better signage, and more community spaces like wheelchair-accessible gardens. HDB plans to expand the SUP to more towns, including Bedok, Clementi, and Kallang-Whampoa.
