The FOCIL change targets centralization by requiring validators to include specific transactions, thereby making the base layer more resilient to filtering. This is to counter the current practice where a small group of players controls block creation and adheres to sanctions lists, leading to quiet transaction filtering.

In parallel, the Ethereum Foundation has initiated a significant financial strategy. Instead of selling Ether (ETH) to cover operational costs, the Foundation has moved 2,016 ETH, valued at approximately $6.8 million, into a new staking initiative. This marks the initial phase of a broader plan to stake up to 70,000 ETH, generating revenue through staking yields to fund its budget.

This dual approach-enhancing protocol resilience and adopting a disciplined treasury management strategy-signals a concerted effort to harden the Ethereum network and mitigate structural sell pressure from the Foundation.
