FIFA Pushes for Homegrown Young Player Rule in Professional Soccer

FIFA has initiated discussions on a potential rule requiring all professional soccer clubs to field at least one homegrown young player during matches.

The FIFA Council agreed late Tuesday to aim for a formal plan within a year, following global stakeholder consultations. The goal is to increase playing opportunities for young players developed by clubs, as many teams increasingly rely on bought and imported talent.

FIFA stated it seeks "a regulatory obligation that senior club teams are obliged to always have at least one homegrown player from the Under-20 or Under-21 category on the field of play."

This proposed rule would be stricter than existing regulations, such as those in the UEFA Champions League, which require a quota of homegrown and club-trained players on squad lists but impose no obligation on actual selection to starting lineups. Currently, Champions League rules mandate at least eight "locally trained players" in a maximum 25-player squad.
