Europe is seeing record capital flow into artificial intelligence, with €10.4 billion invested in AI startups in 2024. Yet, the continent's most promising AI researchers and founders are still departing for US tech hubs like San Francisco, New York, and Seattle.

The primary driver is a significant compensation gap. Senior AI engineers in Europe earn €120,000-€180,000 annually, while their US counterparts at top firms can command $350,000-$700,000, including substantial equity. This equity, particularly in booming US AI companies, offers life-changing valuations that European tax regimes often compress. European VC funding typically supports companies, not the individual compensation packages that attract elite talent.
Beyond compensation, the "ecosystem effect" plays a crucial role. The density of expertise, infrastructure, and ambition in US AI hubs creates a powerful gravitational pull. This environment fosters serendipitous knowledge exchange and rapid career acceleration, which is difficult to replicate across scattered European cities with varying languages and regulations.
While the EU AI Act is a factor, researchers cite it more as friction than a definitive barrier. The deeper issue is the signal it sends about institutional priorities. A focus on compliance over compute infrastructure can indicate a lesser emphasis on groundbreaking AI development.
To counter this, Europe needs structural shifts: competitive equity and tax treatment for stock options, concentrated investment in large-scale compute infrastructure, and a cultural recalibration promoting ambition and "permission to think at scale." The window for Europe to build a self-sustaining AI talent ecosystem is narrowing, and the continent must address why its brightest minds choose to build their futures elsewhere.
