Singapore's Infocomm Media Development Authority has issued letters of caution to X and TikTok, placing both platforms under enhanced supervision after discovering serious weaknesses in their detection systems for harmful content.

The regulatory action follows findings that X failed to effectively address child sexual exploitation and abuse material (CSEM), while TikTok showed significant gaps in identifying terrorism-related content. X's CSEM cases involving Singapore users more than doubled from 33 in 2024 to 73 in 2025, despite prior warnings from the regulator.

The platforms must now provide regular progress updates to IMDA, enhance detection systems using artificial intelligence, and train human reviewers. Under Singapore's Broadcasting Act, non-compliance could result in fines up to S$1 million.

TikTok encountered 17 terrorism content cases on Singapore-based accounts that went undetected until IMDA intervention. Both companies have accepted the findings and committed to rectification measures, with supporting data due by June 30, 2025.
