Carney emphasized that engaging with a country does not equate to endorsing its policies. Although the Iranian Justice Collective claims Canada may look to restore diplomatic relations, Carney denied any discussions on the matter, echoing Foreign Affairs Minister Anita Anand's February remarks that "regime change" is necessary for reopening ties severed by the Harper government in 2012.
