Cannabis use in Quebec is showing a slow decline, nearly a decade after national legalization, with trends varying by age. Medical professionals attribute this to increased public education on drug risks.
A recent Quebec Cannabis Survey indicates that 17% of individuals aged 15 and older used cannabis in 2025, a decrease from 18% in 2024 and down from a 2021 peak of 20%. Before legalization in 2018, usage stood at 14%.
The 15-20 age group experienced a usage drop to 19% in 2025, down from 28% in 2018. In contrast, the 21-34 age bracket saw a rise from 29% pre-legalization to 38% in 2021, before receding to 30% in 2025. Experts suggest continued education is needed for this demographic.
Research also highlights increased vaping among youth and young adults, which may contribute to usage patterns. Social media's influence and exposure to cannabis advertising are also noted factors, particularly for younger demographics.
Further findings show that 41% of Quebecers aged 15 and older used cannabis less than once a month in 2025, with 16% using it daily. The Société québécoise du cannabis remains the primary legal source for 70% of users.
