AT&T has signed a $2 billion agreement to upgrade FirstNet, the nationwide emergency cellular network used by first responders across the U.S.

The deal includes a $1 billion investment to improve network infrastructure and $1 billion in cost reductions through revised pricing, according to the Commerce Department.

FirstNet was launched following recommendations made after the September 11 attacks and became operational under a 25-year contract awarded to AT&T in 2017.

The network supports over 31,000 U.S. agencies, enabling police, fire, and medical teams to share critical data during emergencies.

The new agreement stems from a 2025 executive order by former President Donald Trump directing federal agencies to reassess long-term contracts.

“This agreement-in-principle reflects AT&T’s ongoing dedication to our public-private partnership,” said Wes Anderson, AT&T’s President of Public Sector.
