Estonia has announced it will become the first country to create digital identities for artificial intelligence agents. This initiative establishes a formal governance structure for autonomous systems capable of perceiving information, making decisions, and executing tasks independently.

The government will issue specific AI ID codes enabling these agents to act on behalf of individuals and organizations within strictly defined limits. Prime Minister Kristen Michal stated that as AI increasingly handles digital tasks like compiling reports and interacting with information systems, clear lines of authority and responsibility are mandatory.

Officials emphasize this framework prevents scenarios where users must grant AI assistants unrestricted access to personal rights, services, or sensitive data. The policy addresses critical gaps in traditional identity verification methods, which cannot effectively govern non-human entities transacting at machine speed.

This move reinforces Estonia’s status as a global digital leader. The nation currently ranks fifth among the most digitally progressive states according to the OECD and already operates extensive e-ID and m-Residency programs for citizens and international entrepreneurs.
