A UN vehicle standards forum has approved the first global regulations for fully autonomous driving systems, marking a major advance toward safe deployment of self‑driving vehicles. The framework, adopted by UNECE’s World Forum for Harmonization of Vehicle Regulations, establishes common safety requirements and a shared validation method for vehicles equipped with ADS.

The rules aim to prevent fragmented national approaches, requiring manufacturers to implement audited safety management systems, proven test environments, and continuous real‑world performance monitoring. Automated systems must demonstrate safety matching or exceeding a competent human driver through simulation, track, and on‑road trials.

The regulation has support from Canada, China, the European Union, Japan, the United Kingdom, and the United States, and is expected to enter into force in approximately one month. Alongside it, amendments to 90 existing UN vehicle regulations ensure the broader framework remains applicable to driverless configurations.
