International Paralympic Committee President Andrew Parsons stated that the participation of Russia and Belarus in the Paralympic Games was the result of a democratic vote. Both nations, initially banned following Russia's 2022 invasion of Ukraine, were readmitted to the IPC in September through a general assembly vote.
Despite being banned by winter sports federations, the two countries secured spots in skiing and snowboarding events after a successful appeal to the Court of Arbitration for Sport. Parsons acknowledged that this decision was not universally welcomed but emphasized the IPC's commitment to its democratic procedures, with 177 of 211 member organizations present for the vote.
Several nations chose to boycott the opening ceremony in solidarity with Ukraine. Parsons stressed that the IPC cannot selectively apply democratic principles based on decision outcomes. The Games are also managing impacts from ongoing international conflicts affecting travel.
