Ontario is enacting legislation to prioritize medical residency positions for applicants with a connection to the province. This move follows the recent rescission of a similar policy, which Health Minister Sylvia Jones stated was withdrawn to be legislated.
The new policy aims to give preference to individuals who attended high school or university in Ontario, or lived in the province for a minimum period, before applying for residency. This approach aligns with policies in Nova Scotia, New Brunswick, and Prince Edward Island.
Medical groups had previously criticized the initial policy for disrupting family medicine programs and potentially deterring international physicians. Jones acknowledged past criticisms regarding the timing of the change but emphasized the goal is to encourage Ontarians who studied medicine abroad to return home.
The province believes codifying the policy into law, consistent with other jurisdictions, will strengthen its legal standing against potential court challenges.
