Singapore's Ministry of Health (MOH) is allocating up to S$45 million over the next four years to assist healthcare providers with the costs associated with the National Electronic Health Record (NEHR) system. Starting early next year, all licensed healthcare providers will be mandated to share patient health information with the central NEHR repository. Concurrently, they must implement robust data protection measures and report any confirmed cybersecurity incidents or breaches to MOH.
The NEHR Connect Grant, a one-time funding initiative, will be accessible from July. It is designed to help providers, particularly smaller practices utilizing subscription-based health information management systems, offset approximately two years of subscription costs for compliant systems. Providers with in-house systems requiring upgrades can receive up to 40 percent of enhancement costs, with caps varying by provider type.
Senior Minister of State for Health Tan Kiat How highlighted that a typical clinic with five staff members could receive around S$20,000 by combining the NEHR Connect Grant with existing government schemes. MOH is also collaborating with health information system vendors to provide resource guides and training to aid providers and their staff in the implementation process.
