Singapore’s Ministry of Health has revoked the operating license of Windsor Convalescent Home following an audit that uncovered serious and systemic failures in resident safety and clinical care. The 45-bed facility at Pasir Panjang Road must cease operations by October 30.
Authorities deployed an interim care team effective June 18 to safeguard current residents during the transition period. This four-month window allows for the safe transfer of patients to other licensed nursing homes while ensuring immediate oversight.
An April audit revealed critical deficiencies across multiple operational areas. Inspectors documented poor medication management, including the use of expired drugs and dosage discrepancies. Staff failed to conduct necessary reviews for falls, pressure injuries, and weight loss or adhere to established care plans.
Basic resident needs were also neglected. The facility provided inadequate nutrition, used expired food ingredients, and failed to maintain proper hygiene and infection control standards. Regulators cited a complete lack of governance and clinical oversight by key office holders as a compounding factor in these violations under the Healthcare Services Act 2020.
